[Harmony-Review] surveys on FLOSS contribution policies

Hi all,

I'm gathering input from developers and projects about contribution
policies (including CLA/CAA/DCO). The primary motivation for the survey
is a currently active conversation around CLAs in the OpenStack project.
But it's also motivated by some curiosity on my part, as a follow-up
several years after Project Harmony. I would find it enormously valuable
to hear your thoughts, if you can spare 5 minutes to click through the
