Thanks Walter, it does seem the right time to start thinking about this.
Whether we go for porting or unification covering more jurisdictions, it
seems like the first step is listing out the changes that different
jurisdictions are likely to need. If the changes are minimal,
unification could work. If they're extensive, then porting will be
necessary.

We may also find that the current templates can be extended to consider
a broader set of related jurisdictions (EU, Canada, Australia, etc),
saving porting for jurisdictions with greater differences.
