[Harmony-Drafting] new list for Harmony drafting

Hi all,

Welcome to the new mailing list for Harmony drafting work. As discussed 
on the old mailing list, this one will be publicly archived, and we hope 
that the public subscription interface will also make it easier for new 
people to join.

People from the old list are gradually subscribing to the new list, and 
we'll shut down the old one in a few days. The old archives die with the 
old list, under Chatham we'd have to get approval to open up the 
archives from every participant for every old post, which is more than 
any of us has the time or energy to do. You should be fine echoing 
anything you personally said on the list outside the list, as long as it 
doesn't mention anyone else (if I'm interpreting the rules correctly).
